Sergei Mavrodi was the Carlo Ponzi of Russia. Using his position as secretary of the State Duma (parliament) as a cloak of legitimacy, he set up his own bank (MMM), which issued its own currency and offered tremendous returns to investors and depositors. In spite of being fined numerous times, he was able to perpetuate one scheme afer the other until 1997 when MMM collapsed and Mavrodi disappeared. He was arrested and convicted in 2003. However, after his release in 2011 he was nonetheless able to continue his scams until his death in 2018 due to the laxity of Russian financial laws and the turmoil following the collapse of the Soviet Union many of whose most powerful elites were themselves heavily involved in stealing and laundering billions of Rubles. Ironically, the man in charge of state assets during this period was none other than Vladimir Putin!!
